NJBPU Begins Search for Next Clean Energy Program Administrator

Five-year contract will help manage statewide clean energy programs

TRENTON, N.J. – The New Jersey Board of Public Utilities (NJBPU) has authorized the release of a Request for Proposals to select the next Program Administrator for New Jersey’s Clean Energy Program (NJCEP).

NJCEP is the state’s main clean energy program and serves customers across the service territories of New Jersey’s investor-owned electric and gas utilities. The new contract is expected to run for five years and will be procured through the New Jersey Division of Purchase and Property.

 “New Jersey’s Clean Energy Program helps residents, businesses and communities save energy and access clean energy opportunities,” said NJBPU President Christine Guhl-Sadovy. “This competitive procurement will help us choose a strong partner to continue that work and support the state’s clean energy goal.

NJCEP was created under the Electric Discount and Energy Competition Act and has operated for more than 20 years as New Jersey’s primary vehicle for energy efficiency, solar, battery storage, combined heat and power, and other clean energy initiatives.

The Program Administrator handles day-to-day operations, contractor oversight, program reporting, incentive processing and stakeholder engagement across the NJCEP portfolio. The new administrator will work within the framework established by the Board’s Triennium 2 orders issued in 2023.

Under the new contract, the selected administrator will oversee a broad portfolio of energy efficiency programs, including the Local Government Energy Audit Program, the Large Energy Users Program, the Combined Heat and Power–Fuel Cells Program and the New Construction Program.

The administrator will also support renewable energy programs, including the Successor Solar Incentive Program, the Community Solar Energy Pilot Program, the Dual-Use Solar Energy Pilot Program and the Remote Net Metering Program. Responsibilities will include processing applications, tracking projects and helping ensure programs stay on schedule.

The Program Administrator role has been filled through competitive procurement for more than two decades. Earlier versions of the program used separate market managers for residential and commercial programs.

The RFP is part of NJBPU’s ongoing implementation of Governor Sherrill’s Executive Orders 1 and 2, New Jersey’s clean energy laws, and long-term planning goals. It also reflects the Board’s effort to keep programs aligned with changing technology, market conditions and state policy priorities. It will be posted publicly through the State of New Jersey’s procurement portal. Interested parties should monitor the Division of Purchase and Property website for the solicitation package, schedule and submission instructions.
